Isn't wizard ranks important?

wouldn't it need eoveneh as a holy item if it is possible?
Weighting/Padding/Sighting got moved to it's own spot - So those items can be enchanted without a potion.
Flaring/Sanctified require a potion.
I would guess that permablessed would also require some kind of potion. But I'm still digesting all of these changes and it's probably not possible.
From my lower level wizard, I got to do two tests since she was 7k exp away from leveling:

level 48 and 49 setups: Under these conditions, this enchantment will be nearly impossible.
5x SWCP (5 points on old system)
level 48 setup: Under the current conditions this enchantment will be difficult, but possible.
level 49 setup: You are more likely than not to succeed on your cast, but you will need some luck.
6x HCW
level 48 setup: This enchantment is completely beyond your abilities.
level 49 setup: You will likely need a miracle to complete this enchantment.
It's possible there was a tweak of difficulties since yesterday.
I swear I had the 'unless you are horribly unlucky message' when I tested my 2x MDP plate, this morning I need a miracle. Capped wiz with 101 ranks MjE and Wiz, 82 ranks MnE.
Encumbrance is always a huge factor, as the potion you use can also further raise/lower the difficulty. Few pounds of encumbrance could alter the results pretty substantially.
